Just to get the ball rolling:
The dash "blew" on my '96 Passat some time ago and it was an epic to get it sorted - VW had to make a new circuit board for that particular car as a special order. I suspect newer Golfs are even worse - my 2002 Mk IV (TDI) had codes on pretty well everything behind the dash that "had" to be programmed by a VAG dealer (though there are lot of indys with the necessary gear nowadays).
I suspect that you'll need to go to someone who can read the error codes to find the exact cause of the problem - IIRC, the rev counter is "controlled" by the main computer (but I could be very wrong!).
I suspect the MkIV forum will be best for Golf stuff:
