I haven't seen a good chemical paint remover since Health and Safety got in the way! Try a local auto-paint supplier and they may come up with something - though I was unlucky when I tried!
I use a lot of sanding discs and wire brushes on the angle grinder, but the things Penguin has suggested are pretty good (too expensive for me!!) and don't mark the metal. I suspect there are other, cheaper, suppliers of similar discs out there!

It was a sad day when Nitromors stopped producing their Automotive variety. That used to take off several layers of ancient paint plus the primer beneath it, all in a wee few minutes. Ordinary chemical removers are either chocolate teapots or are so severe that they cling to the bare metal and resist all attempts to remove the traces then bleed through the finished job afterwards.
Farécla specialists are currently supplying a really good product that looks, smells, tastes and feels exactly the same as the old Automotive Nitromors and the surface refinishing labs* at work use that exclusively on metal bodied stuff now but you can't just wander in off the street and buy it alas, since all manner of conditions must be satisfied before they'll sell the stuff over the counter at the factors.
I believe that you also have to promise not to look at, smell, eat or touch the product but by the left, it doesn't half graft!

The discs that P45 linked to are superb for removing surface rust from a basically sound panel such as a sill or a pillar, but on open, less stiff expanses of steel such as flaps, wings and roof skins, they're not suitable for prolonged use and paint clogs them very quickly. I got through three of those taking the surface rust off the outer sills and the soffits on my most recently owned Dolomite, but that was asking a lot of them as they also had to remove the 40 year old epoxy finish that had been on there since the car was built, and that stuff was responsible for the metalwork on that car not having gone through (inside or out) so was, needless to say, pretty hard and well attached. The mechanical solution was the only way I was ever getting these parts to clean steel, even Automotive Nitromors didn't make any progress down there.
