These things can be fitted out as campervans, they can be driven as daily cars, owners get away with driving them in bus lanes even though they weigh (lots) more than 550Kg, they run fine on veggie and they have a lock almost as tight as that of a Reliant kitten:

zafira wont do over 60 mph any idea what might cause it?

It is in limp mode. it could be any number of sensors failing or a sensor working and reporting a genuine problem. an OBDII scan will reveal all.
Don't buy it like it is. if it needs a replacement engine it will cost 10x more than the car by the time you have paid labour to have it done. mind you, if it is something daft like the MAF sensor, you could be quids in for a £40 repair.
The seller will know it is forked or he would have had it fixed.
