Rich, I've imported two cars for myself now, plus a further half dozen or so for others who've needed some advice - based not in "expertise" but in experience gained and errors made - but I'm not any kind of expert and find the concept rather uncomfortable.
I haven't a clue how the whole VAT thing works in your example, because my experiences all relate to the (relatively) safe process of registering JDM imports in the UK and the demystification of the law applying to that type of thing, but as Jersey is British - an assumption based on my watching Bergerac on the telly - then surely it can't be that complex as all you'd be doing would be registering a car from one EU member country in another EU country?
Do what I've done; buy the car, bring it to France and then worry about whether you've done things correctly and be prepared to learn quickly and to plead ignorance if there's some minor point of law that looks like catching you out! Google came up with this:

The rear kitchen conversion for the bB consists of a cabinet that sits in the space behind the seats. This has a sink with a pump that brings water up from the car's underfloor fresh water tank and a two burner hob that can be supplied to run from the car's propane tank or from a separate gas cylinder, I'll go for the latter as the LPG system makes so much noise that its advantages are outweighed by the damned rattles coming from its injectors, so it will be coming off shortly which will allow me to replace the bB's plastic inlet manifold with a metal one, further reducing the noise from the engine bay, all of which bugs me when the engine itself, a typically eerily quiet 2NZ, makes less noise than the cooling fans do and they're not exactly raucous:
And yes, number one has been leaking, which is why it's not covered in the same fluffy stuff as the other three. But no explosion has happened yet so that's ok..
