It's built by an Italian company and based on Fiat 850 parts. It looks a bit like the Vignale Fiat Gamine from around the same time.

The Fiat 850 was a beautiful wee thing, the company responsible for doing that to it should be made to eat their own eyeballs as they clearly aren't using them in connection with their work.
Here, looking at this for a short time will take the nasty taste away:

Those Simcas are pretty little cars, much sought after by enthusiasts, well worth restoring.
