Many years ago I worked for an accident repair garage that had contracts for a couple of insurance companies and it wasn't unheard of (I saw 2 or 3 in the year I worked there) for a car to arrive with no steering wheel or a badly damaged one after some undesirable characters had hacked it off to steal the vehicle if it had one of those rubbish steering lock things on it. I had cause to move one and was passed a stilson to use. I wouldn't suggest it for every day use but to move a car around a yard it works well enough.
