No annual test in most states in Australia. Our state government reckons unroadworthy verhicles rarely contribute to fatal crashes, so no need for them.
You do see some crap boxes running around, but the Police are pretty keen to defect cars with obvious faults (bald tyres, excessive rust etc). One of their favourite spots to pull cars over is right outside my work, on the approaches to the city centre. Almost every day there is a car on the median strip with no numberplates and the dreaded "canary" - a yellow defect sticker - on the front screen.
We only need to get an RWC (MOT) when we transfer a registered car, or when we reregister one after it's been off the road three months. But they are tough to pass.
For Historic registration (a 45 or 90 day per year logbook system) it's up to the administering club to decide via their inspector if your car is roadworthy. They can demand an RWC if they decide to administer it that way.
