You need to remember that American and European fuel ratings are different. (RON / MON details here if you are interested). 91 in American numbers is actually 96-102 depending which calculation you use (there are too many variables and I'm too lazy to do it properly).
Adding up the cost of the tyres, ecu and turbo and assuming he has spent nothing else at all, he would be over $1000 better off to buy an old M3 and have more power, torque and controllability thrown in. Ignoring the cost of safety gear, suspension work, etc which both cars would need.
Building a sleeper can be fun but that isn't one. Likewise building a performance car can be fun, that isn't one of those either.
It's in the middle ground, each to their own and good luck to him but you couldn't pay me enough to sit in it and go for a drive.
It's like a 17 year old bunging silly bumpers on their corsa, sticking in a 2.0 and claiming they can beat a Porsche. it's possible they will, once before they find a bump in the road or need to stop.
