It allows the casual observer (Such as a passing traffic warden, member of the public) to notice an untaxed vehicle. Personally I think the European idea of having a MOT and Insurance sticker alongside the tax disc is a good idea as well

It can still be an illegal car with no MOT or INS!!
A tax disc only says it was insured and mot'd at time of taxing!
Having the cars up to date info on computer linked to the reg number is all thats really needed,and easily checked by the wardens,if they have suspicions.
ANPR will soon be like a hand held bar code scanner,just read the reg and bingo,you have the data!
Unfortunately the criminal element will always find a way round the system,and the police etc have far better things to be doing that going round checking on every registered car that isn't legal for the road.
As the chance of getting caught are slim many take the chance,and as the penalties are a pittance, they pay up,let the car be scrapped,buy another cheap car and go on for another 5-10yrs or so.
