I agree that the Proficiency Test is a good idea
BUT how do you make it mandatory or more particularly, enforce it

The other point is that 99.9999999% of bad drivers out there, have passed a driving test. In the case of bad drivers, they can be disqualified but there is no mechanism in place, to take away a proficiency badge (Oddly enough I came across mine recently). Cycling is not taken seriously in the UK; the only reason, that it is paid lip service to, is because of the in fashion "Green" aspect to it (And I can assure you that modern bikes are far less "Green" than older ones, because they have become much more a throwaway item, even at the
perceived top end, where fashion is paramount

). In order for more regulation to work, cycling would need to be taken more seriously. Then you have to ask by whom
