Moderns paintwork

got a stone chip on the bumper of the Punto last year nothing major which I touched up. The "pen" was from Fiat and thought no more of it. Anyway the year has passed and I`ve looked at it and there is a rough spot about the size of a 50 p where the paint is lifting. I can see the black of the bumper behind the paint. I`m surmising that the "undercoat" is water based and being washed away.
Obviously I`m rather disappointed that the manufacturers touch up paint isn`t providing protection and am left wondering what to do about it.
I can go to Half*rds and get another touch up pen which will be Celly ( they don`t stock the colour of the car) as they will have to mix it. I also wondered if the 2 would react. Also I would need to undercoat behind the paint thats lifted, witha very fine 0-00-000 paint brush it might be possible but would it react?
Alternatively I`ll have to find a larger scorpion decal to "hide" the blemish?
Any ideas?
