If it failed on emissions, the garage will have done what every British garage has done with SU carbs for the past 30 years and leaned off the mixture.

Yes, this ^^^ and/or, as I suspect, they tested it at idle because they haven't read the many publications telling them that they're allowed to do this at around 2k rpm.

The success of this technique does of course vary between needles but always seems to get B-series engines through, assuming they're otherwise fit.
