The colour is dark metallic green clear coat over matt base. 1993.

The base coat is not damaged.

How do I get the milky white clear coat off.

Can I just spray clear coat over the old base coat.

Can I feather the clear coat at the good bits and spray clear coat over the original clear coat.

I don't expect a as new finish. Also has to be cheap. Because it's an old £500 Jeep.

If you can carefully feather edge the old clear coat, you might be able to shoot new clear over the old base and buy yourself a few years. Base coat does not have much by way of UV protection so it will break down fairly quickly after the clear has failed.
