Could or should they reintroduce the paper tax disc?

Got something to say, but it's not classic related? Here's the place to discuss. Also includes the once ever-so-popular word association thread... (although we've had to start from scratch with it - sorry!)

Hmm, MOT tests, why are they no longer required on three year old cars? That was a bit of a weird move but at least VED is now a uniform £140 across the board on everything after the first year, which is the only year that any price differences exist. Apparently, whoever the current chancellor is has decreed that reducing that amount encourages more people to use older cars that would previously have cost more in VED. Nice move, Dennis/Nigel/Ken/Norman/Quentin or whoever you are, but why do folk who pay for their VED have to wait for 2017 to come along? Why is it not starting immediately? This throws up another dilemma, which is why I feel that the above is relevant:

If you have a car that would, before the autumn statement, have required an MOT in 2016, is it not due before 2017 now, or will there be a whole year's worth of cars that still have to have their test at three years old instead? So no combined MOT/VED paperwork to display in the window but that did seem like a logical idea, probably why it won't be happening just yet.
