That's a lovely REO Flying Cloud. A bit of spit & polish, a couple of rattle cans of spray paint, and you could work wonders.

IMHO your mechanic is right. That looks to me to be wayyyy too much for a car with a dead engine, there's missing badges and turn lights, what else is missing, and why? Ask yourself how did it end up in that state, and what does that say for the way it's been looked after (or not, as the case may be). Not easy engines to change, they're really packed in there tight and they're very complex. Walk away and buy a running one.
