Newbie seeks advice on potential first classic!

Hi all, hope everyone is well !
My name's Joe and as the title of the post suggests I'm very much a newbie to the world of classic cars!
As a child my family always had Skodas (Favorits, Felicias and Fabias). I've always felt an affinity towards the brand and with a passion for history and the former USSR (and its sphere of influence) I've been keen for years to become an owner of a classic Skoda. As I live in London and will soon fall within the ULEZ anything post 1979 is unfortunately not realistic (can't afford the £12.50 a day!) which leaves me with my preferred models of a 1000MBX, 100 or 110.
Anyway to cut to the chase, I was really excited to find a S110L on ebay the other day https://www.ebay.co.uk/itm/333840472254. I'm currently considering what it's worth (if anything at all) and would really appreciate some advice from people far more educated on this matter than myself. Interestingly I also found the listing for when the car was sold to it's previous owner online as well, and that reveals a bit more about the work the car has had https://www.worthpoint.com/worthopedia/ ... -612174889.
My main questions are:
- The current listing says that the car is exempt from MOTs (as it's from 1976). However given the engine has been replaced and it has a non-standard carb, wheels and exhaust would those not count as "substantial changes" and thus mean it needs an MOT?
- I'm keen to return it back to it's original appearance but am not sure how realistic or expensive that would be. What sort of expense would; replacing the wheels, returning the suspension to its original height and replacing the exhaust cost at a garage?
- It looks like it has some rust to one front wing, would this need to be replaced?
Any help or advice would be greatly appreciated!
