Advice here depends on what car it is and the engine size really. With a small (under 1000cc) engine a ballast system really isn't necessary but with a bigger engine, if you want it to start easily in cold weather, it's quite useful..... Either way the first thing I'd do is renew the coil as 4 ohms ...

That particular one is expensive compared to the "squillions" available on e-bay at the moment...... Just search by its proper name "endoscope" and you'll see what I mean.
