That crazy speed comes from the simple physics that rotation does not stop/start the way oscillation does. You need to choose an alternator with a built in regulator. Recent cars have the alternator controlled by the ECU, which would probably not be compatible with your Neon. Sounds a lot of money for a non-runner, RHD cars must be hard to shift in France. You need to find out exactly what's wrong and how much it would cost to fix. My innate cynicism tells me that if it were something simple the seller would have done it.

I see that even at the slowest speed it consumes 490 watts, which is over 40 amps at 12 volts
