If the sump comes off easily and it's not using a lot of oil, you have nothing to lose by having a look at the bearings. If the crank journals are ok, all you have to do is change the shells and the cylinder head. Buying a secondhand engine is fraught with risk.

You can't cut toughened glass. The glass company will cut it from normal glass and send it away to be toughened.

Seems a lot of money, the Practical Classic price guide gives the top price as £3250. I wouldn't regard any of those changes as substantial, in any case period modifications are always acceptable. I'd be more worried about the different shades of paint.

From your name I assume the car is a Goggomobil or something similar. Does it have to be crossply? I think radials of a similar size were used on BMC 1100s of that era.
