On MIG welds it is usually a sign that your shielding gas has run out, or you've forgotten to turn it on. The resultant weld is not as strong as it should be.

Good old B & Q sell various grades of wet and dry bonded onto foam blocks which are suitable for sanding metalwork, although in my own experience they aren't much good for getting curved contours on filled areas. Alternately, just use the wet and dry in your hand. Use your palm rather than your fing...

Frosts sell them. £4 for a pack of 10. The board itself is brilliant tool for truing up a filled repair on a panel.
